6 -1 Business Arising from DCM Minutes:

a) Brand Name Contest - Withdrawn from AGM vote for procedural reason.

- Delegates asked to vote for one of three or leave ballot blank. Majority returned blank.
- Matter referred back to Operating Committee.

b) Sharon Virk - Volunteer District Computer Trainer - Report attached

- Regretfully, unable to be present.

c) Michael Doyle - ID Inst. - Will attend STO meeting and DCM -Jan. 27th, business permitting.

d) Merit Marks - Less than 20 hours should be recorded, by the Squadrons, until 20 hours are reached. Hours can be retained up to three years.

- For now, only forward to Barrie Gilbertson the names of those with 20 hours or more.

- Barrie noted that some reports have not yet been received.

Following his report, Treasurer Colin Nicholson distributed a position paper on the District Assessment - Attached

After considerable discussion, the following MOTION was proposed:

THAT D/C Bev Gerry be authorized to inform National that VISD wishes to be included in the centralized dues collection process, starting as soon as practical.

MOTION TWO:

MOVED THAT the District Assessments for new members under the complimentary membership program be based on the numbers of students who successfully pass the Boating exam and accept Squadron membership. This number would be determined by the District Training Officer, and provided to the Treasurer for billing purposes.

Insert after District Training Officer:

"after consultation with Squadron Membership Officers"

Presentation of National Awards by D/C Bev

ICOM - being one of three new partners with CPS has provided an Award for:

Best Electronic Instructor - the recipient - MICHAEL DOYLE - Pender Island

Michael was unable to attend today but he is thrilled to receive the award and expressed his thanks. He will be presented with the Plaque and the ICOM Communications Radio at the Pender Island Christmas function.

TOP 20 AWARD - the recipients - LEN and DAWNA BURTON - Saanich Peninsula

Award presented for 'The Armada' which took place during the summer of 2007 and was featured in a video of the cruise undertaken for students and members. Len stated that Janice Hayward and Ron Harris were also involved. Len and Dawna each received a ship's bell.

PRO Committee Awards:

Banner Awards to Squadrons who had a 5% increase in membership:

Two VISD Squadrons - PENDER ISLAND and JUAN de FUCA received the AWARD

Certificate of Honorable Mention - for an increase of not quite 5% - went to SAANICH PENINSULA Squadron

Presentation of CHS Awards for participation in the MAREP program - by R/C Don Lassey.
These Awards are based on a specific point system allotted to each MAREP report.

1. Most Improved District - VISD

2. Best District Effort - VISD

3. Best Squadron Effort - Saanich Peninsula

4. Best Individual Effort - Len Burton

In making the presentation to Len, Don stated that he was not surprised that Len was the recipient of this Award. Len has given a tremendous amount of time and effort reviving the MAREP program and he is most deserving of the Award. The Award consisted of a Plaque and an electronic chart.

10. New Business:

a) New-Members Handbook
Cdr. Nancy Coutts will distribute to the Sqd. Cdrs. They can decide if they wish to use it.

b) 2008 District AGM - May2 and 3, 2008 - Mary Winspear Centre in Sidney D/C Bev was pleased to announce that Saanich Peninsula Squadron has offered to host the AGM. She thanked Cdr. John Hudson and requested that he convey her thanks to his Bridge.

c) P/D/C Shirley Hamilton will undertake the updating of the Model District and Squadron Regulations in the CPS Officer Guide Book.

- Updates are expected shortly from National and will be circulated
- Shirley will download to Squadron Commanders who will ensure Binders are updated.
